Head Start and Early Head Start Staff,
We are here to introduce ourselves and to partner with you in providing Head Start services in your community.

In communities across the country where local Head Start or Early Head Start programs are no longer able to operate, the Office of Head Start (OHS) assigns Interim Management to ensure children and families continue receiving high‑quality services. Through this support, OHS works to maintain continuity of care and minimize disruption when an existing grant recipient can no longer continue operations. Interim Management oversees the day‑to‑day delivery of Head Start and Early Head Start services while keeping children, families, and staff at the center of every decision.
Your local program has been assigned to OHS Interim Management. As a result, Community Development Institute Head Start (CDI HS) will begin providing Head Start services in Wilmington, Delaware starting July 1, 2026. Wilmington Head Start, Incorporated will conclude services on June 30, 2026.
OHS recognizes how important consistent, caring relationships are for children. Staff connections with families, children, and community partners are invaluable, and we deeply appreciate the work you do every day. In partnership with Wilmington Head Start, Incorporated and local staff, our highest priority at CDI HS is to ensure a smooth transition with as little disruption as possible for the children and families you serve.
Starting the week of April 27, 2026, our Startup team will arrive in your community to begin the work needed for a smooth transition.
Together, we will focus on:
- Hiring eligible staff
- Making facilities licensing ready
- Setting up essential vendor services, including meals
- Securing required insurance coverage and legal safeguards
We warmly invite you to join us for a virtual meeting with CDI HS and the Office of Head Start representatives. During this meeting, we’ll share more about the interim process, answer your questions, and guide you through how to apply for employment with CDI HS. We also welcome you to ask any questions you may have to OHS representatives in attendance.
